Allen L. Clapp, P.E., P.L.S. is President of Power & Communication Utility Training Center and President of Clapp Research Associates, P.C. Consulting Engineers. The firm serves over 500 utilities and industries. Allen has been involved in the design and evaluation of electric supply and communication facilities for over 45 years. Over 25,000 people have attended Allen’s seminars on the National Electrical Safety Code and OSHA. Mr. Clapp has investigated over 800 accidents. He has testified as an expert witness before federal and state courts and regulatory commissions for over forty years. Allen Clapp has been recognized as an expert on the NESC, NEC, OSHA, and utility line design, construction, operation, and maintenance.

Mr. Clapp is a past Chair (1984-1993) of the National Electrical Safety Code Committee, former member of the subcommittee on Scope, Application, Definitions and Coordination (Past Chair and Past Secretary), and is presently a member of the following subcommittees: Interpretations (Past Chair); Strengths and Loadings (Past Secretary); and Clearances (Past Acting Secretary). He has served continuously on the NESC technical subcommittees since 1971.

Allen Clapp is editor of the NESC Handbook published by the IEEE. He also edits and publishes the DANESC UPDATE™ Newsletter, and is a contributor to McGraw-Hill’s Standard Handbook for Electrical Engineers.  Mr. Clapp was an authorized OSHA construction regulations instructor from 1994 through 2012.

Allen is an Emeritus Member of the ANSI Z535 Committee on safety signs, labels, and colors. He served on the Committee from 1992 through 2008 and chaired the ANSI Z535.2 Subcommittee on Environmental and Facility Safety Signs.

Matt Gardner, P.E.

Matt Gardner, P.E. is Manager - Engineering at Osmose Utilities Services in Tyrone, Ga., and is responsible for their O-Calc™ Pro Pole Loading Software, which is used by over 200 companies across the United States including such notable companies as AT&T, San Diego Gas and Electric, Los Angeles Department of Water and Power, Hawaiian Electric Company and Verizon.

Mr. Gardner is a registered Professional Engineer with 13 years of experience in structural engineering and engineering department management. He holds a degree in Civil Engineering from Georgia Tech. His experience includes design of large equipment foundations and other industrial structures, elevated steel water storage tanks, and pre-engineered precast-concrete prison cell modules. He is a member of the American Society of Civil Engineers (ASCE) and the American Concrete Institute (ACI).

Brett Willitt, P.E.

Brett M. Willitt is VP, Operations for SPIDA Software. In late 2008, Brett joined SPIDA early its evolution and has been a driving force behind SPIDA’s rapid expansion in market presence. Brett brought with him over fifteen years of experience in the telecommunications and electric utility industries with FirstEnergy, Verizon, and Osmose Utilities Services. Brett’s diverse background and work experiences all share common themes in engineering design, utility asset maintenance, and structural analysis and Brett as conducted numerous training seminars and lectures on pole loading, joint use engineering, and utility asset management practices.
